“Victoria Feliz” offers the maintenance of communication networks and base stations of mobile operators, including their air conditioning and powering. Our experts can promptly and professionally carry out routine and emergency repair; promptly respond to any malfunction of equipment and liquidate it; organise legal and billing support of communication units and control the performance of the contract.

Our company offers the following services at the facilities:

Security and awareness for efficient operation of cable lines;
Implementation of routine and preventive measures in FOCL;
Maintenance of linear structures;
Preparation of budgets and rehabilitation of fibre-optic cable (FOC) lines;
Measurement and analysis of transmission characteristics of communication lines optical fibres; control of insulation resistance (R) of polyethylene cable sheathing (shell-to-ground);
Emergency full repair of the linear structures in a short time without the involvement of subcontractors;
Implementation of certification and inventory of circuits;
Geoinformational processing of the communication facilities source data and mapping of the existing network;
Engineering control of construction sites by the company experts.

Mobile operators’ base stations

Organization and support of the technical functioning of base stations;
Repair and replacement of faulty equipment of the GSM-network; installation works for renovation, reconstruction, improvement of existing systems and equipment of communication networks;
Improvement, reconstruction and adjustment of existing communication systems.
Site management of base stations (contract follow-up):

Provision of legal support for base stations (provision of legal grounds for equipment placing and operation):

Conclusion of lease, easement, superficies, storage services and other contracts;
Extension of contracts and their renewal;
Termination of contracts;
Provision of the contractor with all the legal documents;
Conclusion of insurance and leased property evaluation contracts;
Representation before any government agencies and local governments, courts, law enforcement authorities, etc. on various issues.

Organizational and billing support:

Organization of timely and reasonable periodic service payments of the base stations by their respective owners and contractors; timely transfer of proper documentation, such as: invoices, payment requests (if paying as per contract), works (services) acceptance statements, tax invoices and other documents required for payment and accounting of the costs under the Act of transmission of documents, while displaying the data in the database;
Control of correct processing of payment documents in accordance with the current legislation of Ukraine;
Daily monitoring of the payment schedule for timely payment according to terms specified in the contract, and provision of electronic weekly reports on deviation from the schedule or failure to provide required documents for payment, stating the reasons.

Provision of services in organization and maintenance of energy supply:

Preparation and signing of contracts for power supply and sharing of technological networks; contracts of engineering support of power supply to the consumer and provision of documents for payment under such contracts; implementation monitoring;
Monitoring the compliance with the Regulations on use of electric energy, taking into account the amendments of the legislation;
Drafting and strict adherence to schedules of taking readings, preparation of payment documents;
Timely submission of the documents: invoices, work acceptance statements, acts of taking readings, tax invoices and other documents necessary for the payments implementation and support;
Limitation on electricity consumption;
Monthly reconciliation of charges and fees with the power company;
Management and legal support of base stations to ensure their sustainable energy supply;
Protection of client interests before state authorities, organizations, law enforcement agencies as to energy supply;
Sharing information about any violations at the base stations regarding the power supply as well as identification of failures, damages and disruptions to equipment.
Timely response to power cuts and measures to restore the base station power supply;
The maintenance and storage of the executive and operational documentation in good condition.

Processing and accounting of the project and permissive documentation:

Maintenance of the database on existing permissive, design and project documents for all base stations;
Preparation of the database of Maintenance Schedule Certificates for all operating base stations;
Maintenance of the database on changes of technical configuration of base stations when changing the configuration of radio equipment;
Verification of compliance of the constructed object or base station with the design task;
Monitoring the availability, preparation and provision of executive and operational set of documentation by the contracting (subcontracting) design and construction companies;
Direct participation and representation of interest during scheduled and unscheduled inspections by the MEM, SACI, SES, SMII;
Approval of schedules of scheduled inspections and participation in the scheduled and unscheduled measurements of electromagnetic radiation by authorized representatives of the SES.
Ordering, development, execution of design, executive and other documents and amendments thereto.
Carrying out of measures to execute and obtain permits and other documents for the base station;
Re-examinations, receipt of expert opinions and necessary permits in the central or regional bodies of MEM, SACI, SES, SMII;
Re-issue of a hygiene certificate and its approval in the appropriate body of SES.
Introduction of alternations to the hygiene certificate and records of measurements of electromagnetic radiation;

Air Conditioning:

Maintenance of air conditioners;
Troubleshooting of air conditioning and necessary repairs to restore efficiency of air conditioners in the shortest possible time.

Power supply of base stations

Support of uninterrupted power supply of base stations of mobile communication networks;
The full set of maintenance of electrical equipment of communication sites;
Implementation of emergency repair of underground and overhead power cable lines, transformer substations, and facilities devices of electric power input and distribution.
Maintenance of batteries of the uninterrupted power systems, testing and recovery of batteries of different capacities;
Full range of testing and replacement of electricity meters;
Maintenance and repair of switchgear, transformer substations, overhead and cable power lines;
Provision of uninterrupted power supply via mobile diesel generators;
Maintenance of protective earthing and lightning-protection systems of communication sites; restoration of the stated systems in case of discrepancy of parameters under the test results; provision of appropriate measurement logs;
Replacement of worn-out electrical equipment, reconstruction and modernization of the uninterrupted power supply systems.

The company is equipped with its own Electrotechnical Laboratory (ETL-35K), certified apparatus and instruments, which afford to perform:

The full range of optical and electrical measurements on fibber-optic and copper communication lines;
Electrical measurements of electrical systems up to and exceeding 1000 V;
Installation of equipment of GSM-network, including transmission equipment and / or electronic equipment of base stations and the infrastructure as well as power supply systems.
Installation of optical equipment, telecommunications systems and communications — optical multiplexers, optical fiber cables and terminal devices. Performing the necessary adjustments and settings information transmission systems.

We do have all the permits to perform the works concerning the power networks up to and over 1000 V.
